Latest Updated On 15/09/2025: Executive assistants working at RTPS centers established in Gram Panchayat offices will not be deputed anywhere else than the Gram Panchayat. In this regard, Secretary of Panchayati Raj Department Manoj Kumar has sent a letter to all the District Magistrates and given necessary instructions.

Secretary of Panchayati Raj Department has said that executive assistants have been employed at the Gram Panchayat level to handle the operations of RTPS (Right to Public Services Act) centers and all the IT related work at the Gram Panchayat level, e-Gram Kachhari, e-Gram Swaraj, e-Panchayat Portal, Nischay Soft Portal etc. More than four dozen services are available at the RTPS centers of Gram Panchayats.

Under these services, the Panchayat Executive Assistant is responsible for applying online for caste certificate, income certificate, residential certificate and other certificates and downloading the prepared certificates and making them available to the beneficiary. It has also been said in the letter that it has been found in the review that by issuing orders at the district, sub-division and block level, the executive assistant posted in the Gram Panchayat is deputed for other work.
This affects the work of the RTPS center operated at the Gram Panchayat level. In the absence of the executive assistant, the number of applications received at the RTPS center remains zero or very low. The continuous operation of the RTPS center is paramount in the declared priorities of the state government. For this reason, the executive assistant is not to be deputed to other places.
