Latest Updated On 12/01/2026: Now, students will be required to pass the NET (National Eligibility Test) to enroll in a PhD (Doctor of Philosophy) program. The UGC guidelines regarding PhD programs will be implemented in the state universities from 2025.

Governor and Chancellor Arif Mohammad Khan, in a meeting with all university Vice-Chancellors at Lok Bhawan on Sunday, instructed them to follow the related UGC guidelines. Following this new system, there will be no pre-PhD test in the universities. This means that passing the NET will now be mandatory for pursuing a PhD.
The Governor also instructed all Vice-Chancellors to provide information on vacant positions for teachers and staff in their universities by the first week of February so that appointments can be made on time. The Governor remarked that most teachers want to work in colleges and universities near the capital city of Patna. He questioned why Vice-Chancellors issue No Objection Certificates (NOCs) to teachers to transfer to these institutions despite the existing shortage of teachers.
